Dr. Kuo is a Professor of Civil and Environmental Engineering (2006-present) at Cleveland State
University. He served as the Provost and Senior Vice President for Academic Affairs from May 1,
2001 to June 30, 2006. Prior to 2001, Dr. Chin Y. Kuo was the Dean of Engineering at Wayne
State University in Detroit, Michigan (1996-2001). He was the Department Head of Civil and
Environmental Engineering at Penn State University in State College, Pennsylvania from 1991 to
1996. He also taught at the University of Puerto Rico, Old Dominion University, and Virginia
Tech during the period from 1970 to 1991. Dr. Kuo's technical specialization is water resource
engineering, which deals with topics such as hydrology and hydraulics related to reservoir and
dam design, navigation, storm water management, coastal and estuarine water resource
management. He has supervised theses and dissertations and published technical papers and
reports. He has received many teaching and service awards and honorary professorships. He has
served on numerous technical committees at the national level including chairing national and
international conferences. In addition to funded research and teaching, he has conducted
workshops for engineers and served as a consultant for governments, engineering consulting
firms, and attorneys.
He was born in Taiwan and received a B.S. degree in Civil Engineering from the National Taiwan
University, a M.S. degree in Fluid Mechanics and Hydraulics from the University of Missouri in
Columbia, and a Ph.D. in Hydrology, Hydraulics and Water Resources Engineering from
Princeton University, 1970. He was a registered professional engineer and a certified professional
hydrologist. He is a member of many professional and honors societies. Currently, he serves on
the Editorial Board and Forum Editor of an international technical journal.
Dr. Kuo and his wife, Catherine (a retired CPA), currently reside in Ohio, USA and have two sons
(architect and business manager) and one daughter (attorney). They have two grandsons and one
granddaughter.
