核電廠不能隨便關的原因

台灣島內正為核電廠問題鬧的不可開交。前些時有人轉
來一封日本前福島核電廠之工作人員,在臨死前(因受
核輻射致癌)的告白信。我看了之後的一些感想,特送
請參閱。          朝欽 敬上

反核有理

核四問題源自1980年代後期,貢寮地區之老百姓即積極
反對,甚至有人因而入獄。我不是核能方面之專家,對
於核能之好壞不敢置啄,但在服公務期間因業務需要,
負責擔任漁港工程之設計、建設與試驗船、巡護船和漁
船等之規劃建造,對土木工程和機械工程略知一二,所
以在拜讀一位日本核能電廠服務之專家在死亡前之告白
(如附檔),深表贊同反核有理。我個人認為理論上核安
應是不是問題,但實際上人為的疏失是不可避免,因為
人不是上帝,人多少有缺陷,所以錯誤難免。核電廠是
不容許有些許的差錯,尤其在距離人口密集的台北市不
超過五十公里遠之貢寮所在地,一旦核電厰發生事故,
這數百萬人口之生命財產如何保護?尤其核廢料之處
理,至今全世界有核電廠之國家還找不到一個妥善之處
理辦法,所以我個人反對核電廠之繼續興建。
朝欽兄, 欽佩您對核能議題之關心! 當然, 天下沒有任何事是絕對安全的, 不過我對台灣重大工程建設還是深具信心. 其實
更是大家是對生活方式是否繼續繁榮, 環境品質是否堅持減碳的一種選擇. 我有一位晚輩, 前不久從國外轉來一份台灣綠色
聯盟組織的報告, 問我的意見. 以下是我前天 (3/10) 發出的簡短回復, 敬請參考指正!

Thank you for forwarding me the article issued by a local green organization! TPC and other related agencies should of course pay
good attention to it and rebut its arguments wherever is appropriate, not to try to convince this highly biased organization (which led a
mass protest yesterday in Taipei and has insisted on an absolute halt of the nuclear power program), but to appeal to the rationality of
silent majority.

I first got to know similar kind of green organizations and their arguments many years ago in Germany in 1974. Their concerns are in
part genuine, because three major severe nuclear accidents (Three Mile Island in 1979 in America, Chernobyl in 1986 in Ukraine, and
the 311 catastrophe in 2011 in Japan) have indeed occurred since then. But a lot of nuclear power plants are now still in full-fledged
operation in many countries. Not to mention that Mainland China has launched an extensive program of setting up a large number of
new nuclear power plants; America issued permits last year to extend the service life of 4 existing old nuclear power plants. Even
Japan, after having closed down all plants after the 311 accident, announced last month to resume her nuclear power program.

I guess it’s a matter of options. And besides, an important factor that has been neglected by most people is that the operation of
nuclear power plants, while generates power, is in fact a good way to keep and consume plutonium 239, which is the weapon-grade
material that needs to be safely guarded with special caution.

power, which hopefully can be properly harnessed for the benefits of mankind, and if not, judiciously removed."
